This accessibility statement applies to the Greenham Parish Council website at greenham.gov.uk.

This website is run by Greenham Parish Council.  We want as many people as possible to be able to use it.  For example, you should be able to:

  • zoom in up to 400% without the text spilling off the screen

  • move around the website using just a keyboard

How accessible this website is

We know some parts of this website are not fully accessible:

  • most PDF documents, including agendas, minutes and policies, do not mark their headings in a way that screen reader software can recognise

  • the financial reports published with our meeting papers cannot be read properly with screen reader software

  • most images in news articles, including posters for events, have no text description

If you need papers for a forthcoming meeting, contact the Clerk at least two working days before the meeting.  We will provide them as an accessible PDF or in large print before the meeting starts.  Braille and audio take longer to arrange.  If you need the papers for every meeting, tell us once and we will send them to you each time they are published.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and the exemption listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

PDF documents.  Our agendas, minutes and policies are published as PDFs.  Their headings are formatted as bold text rather than marked as headings, so screen reader users cannot move from one item to the next.  This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).

Images in these documents, including the council logo, have no text description.  This fails success criterion 1.1.1 (Non-text Content).

We are changing the templates for agendas, minutes and policies so that documents published from 4th November 2026 meet both criteria.  Documents published before then will stay as they are.  If you need one of them in an accessible format, contact the Clerk and we will provide it.

Financial reports.  The payment lists and monthly receipts and payments reports published with our meeting papers are produced by our accounting software.  These PDFs contain no structure that screen reader software can use, so the figures cannot be matched to their column headings.  This fails success criterion 1.3.1.

We have asked the software supplier whether it can produce accessible reports.  Until it can, contact the Clerk and we will send you any of these reports as a spreadsheet.

Images in news articles.  Most images in our news articles, including posters for events, have no text description.  This fails success criterion 1.1.1 where the image carries information that is not in the text.  We will add descriptions to the images in current news articles by 1st January 2027, and to every new image we publish.

Content that is not within the scope of the accessibility regulations

Third-party content.  Our grant application form uses Google's reCAPTCHA service to block spam.  It is third-party content that we neither developed nor control.  If it stops you sending the form, contact the Clerk and we will take your application another way.

What we are doing to improve accessibility

We are correcting the templates for our agendas, minutes and policies, and adding text descriptions to images in news articles, as described above.

We will review this statement each year before the council completes its Annual Governance and Accountability Return, and whenever we make a significant change to the website.

Preparation of this accessibility statement

This statement was prepared on 4th November 2026.

This website was last tested on 22 October 2026 against the WCAG 2.2 AA standard.  The test was carried out by Greenham Parish Council.

We tested six pages chosen to cover each type of page on the site: the home page, Meetings, Policies, Contact, the grant application form and a news article.  We used an automated testing tool, checked colour contrast, and tested by hand using only a keyboard and at a screen width of 320 pixels, which is equivalent to 400% zoom.  We also checked a sample of agendas, minutes, policies and financial reports published as PDFs.
