Diamond Build Committee

The Diamond Build Village Hall Committee ("the Committee") is established as a formal committee of Greenham Parish Council ("the Council") to manage the planning, development, and oversight of a new permanent community building to replace the existing portacabin on the Diamond Playing Field. This Terms of Reference outlines the purpose, structure, and remit of the Committee, incorporating elements of governance from both internal working practices and partnership expectations.

The Committee members are: Cllr Abbs, Cllr Austin, Cllr Barnett, Cllr Blackborow, Cllr Drummond, Cllr Jay, Cllr Neal (Vice Chairman), Cllr Puffett (Chairman), Cllr Swift-Hook, Cllr Wakelyn-Green.

Future meeting agendas will be published in our Meetings Page. Currently planned for the fourth Thursday of the month: 28th January 2026, 25th February 2026, 25th March 2026, 29th April 2026.

Unapproved Minutes of the Diamond Build Committee Meeting 29th October 2025

Following the Full Council meeting on the 10th December 2025, after formal agreement by the council, the Clerk forwarded GPC’s request for the devolution of the land from West Berkshire Council (WBC) to GPC to officers at WBC. Extract from minutes below:

25DEC- 12 DIAMOND BUILD WBC PROPOSAL To receive a proposal to go to WBC, enabling devolution of Diamond to GPC, from the Clerk. To consider any matters arising and agree on the next steps. The Clerk summarised the proposal: Greenham Diamond, Community Centre & Village Wellness Hub Greenham Parish Council at their Full Council meeting held at St Marys Church Hall, New Road, Greenham on Wednesday 10th December 2025, resolved to request that West Berkshire Council formally devolve their responsibility, under HM Government’s Devolution Process, for the area known as John Mello Playing Field, Land Registration number BK343115, to Greenham Parish Council at their earliest convenience so that planning can start in earnest for the construction of the Greenham Diamond, Community Centre & Village Wellness Hub. There was a discussion. Cllr Puffett, as Chair of the Diamond Build Committee, explained this document isn’t cast in stone, it’s very much the starting point of a conversation with WBC to form an agreement. Councillors agreed. Cllr Abbs was against the proposal. PROPOSED: Cllr Neal SECONDED: Cllr Wakelyn-Green RESOLVED: Approved
